Labour set to invest £1billion of taxpayer cash into UK's Universal Studios theme park

Labour is preparing to provide more than £1billion in support for the Universal Studios theme park planned for Bedfordshire, according to sources familiar with the arrangements.

The figure represents a significant increase from the £500million previously understood to have been allocated for the development.

Most of the funding is expected to support transport connections and infrastructure improvements surrounding the 500-acre site.

The resort is being constructed on a former brickworks in Bedfordshire, where early development activity has already begun.

The project is being developed by Comcast, the US-based media and entertainment company that owns the Universal theme park brand.

The company confirmed plans for the multibillion-pound attraction in April 2025.

The announcement was presented as a major investment in the UK entertainment sector after Comcast selected Britain ahead of several potential sites across continental Europe.

The theme park received accelerated planning approval through a special development order granted in December.

Government-backed infrastructure improvements will extend beyond the immediate boundaries of the theme park itself.

Planned transport upgrades include the expansion of Wixams railway station.

Additional works include the construction of new direct slip roads linking the development to the A421.

Several local road upgrades are also planned to improve access across the wider Bedford area.

Officials involved in the project say the infrastructure changes are intended to support broader regional transport needs as well as visitor access to the resort.

Planning documents connected to the recent expansion approval for Luton airport also referenced the future theme park.

The airport cited the development as part of the case for increasing passenger capacity in the region.

Both the Government and Comcast have declined to disclose the total construction cost of the theme park.

Details of the exact structure of the public funding package have also not been publicly confirmed.

During the construction phase, the project is expected to support approximately 20,000 jobs.

Once operational, the development is projected to create around 8,000 permanent roles.

Developers have indicated that around 80 per cent of these positions are expected to be filled by local residents.

Comcast reported pre-tax income of $25.7billion on revenues of $123.7billion last year.

The company estimates the theme park could generate nearly £50billion in economic benefits for the UK over time.

Sources familiar with the discussions said the return on taxpayer investment could arrive more quickly than with many large infrastructure projects.

They said the anticipated payback period for the public investment could take years rather than decades.

Local authorities have also said the development could contribute to economic regeneration across Bedford and neighbouring communities.

Concerns raised by Anglian Water about water supply requirements for the resort have been addressed through plans for additional infrastructure.

A new water treatment facility is planned as part of the development.

The facility will be designed and built by utilities company Veolia.

Project documents state: "The new facility will significantly reduce the volume of water used on site and the volume of sewerage needing to be discharged locally."

Universal Destinations & Experiences said it continues to work with Government departments as the development progresses.

A spokesman said: "Projects of this scale require close partnership with national Government and we continue to engage productively with them on next steps."

The Department for Culture, Media and Sport said discussions about Government support are continuing.

A spokesman said: "Further details on Government support for the Universal theme park and resort in Bedford will be set out in due course."
